Cross-Border Pharmaceutical Risk Management: 5 Objective Criteria for Thai Importers

⚡ Summary

Unit price is only one part of supplier risk. These five criteria cover documentation, GMP status, stability data, supply-chain execution and post-registration support.

Overview

When evaluating overseas pharmaceutical suppliers, unit price is only one part of the risk picture. Documentation completeness, site quality, stability data, supply-chain execution and post-approval support all affect registration success and supply continuity. The five criteria below give Thai importers a consistent framework for supplier assessment.

1. Regulatory Documentation Support

Confirm that the supplier can provide and keep up to date the technical documents that match the product, such as ACTD Module 3, the CPP and analytical validation records. Look beyond whether documents exist: ask how the supplier has handled Thai FDA deficiency queries and how quickly it can respond.

2. Manufacturer Identification and GMP Status

Verify the actual manufacturing site. Confirm the exact facility, the dosage forms it covers and its current GMP status. Because Taiwan's TFDA is a PIC/S Participating Authority, suppliers should be able to give transparent, verifiable GMP evidence. Also confirm what the supplier can provide to support Thai FDA's GMP Clearance requirement for overseas manufacturing facilities.

3. Stability and Product Technical Data

Stability data must match the specific product, the container-closure system and the target market. Confirm that the stability package supports Zone IVb conditions (long-term 30°C / 75% RH), and check whether the available bioequivalence (BE) studies apply to the product and strength you plan to register.

4. Packaging and Supply Chain Execution

Cross-border trade also involves artwork, labeling and logistics. Ask whether the supplier can:

  • Coordinate Thai artwork and bilingual packaging requirements
  • Manage batch number and expiry date formatting
  • Apply Good Distribution Practice (GDP) controls to temperature-sensitive shipments

5. Post-Registration Support and Change Management

A supplier is tested most after launch. When Thai FDA raises post-approval questions, or when a manufacturing change, API source update or dossier renewal occurs, the supplier's ability to coordinate quickly with the factory directly affects the importer's continuity of supply.

Supplier Evaluation Framework

Evaluation DimensionCore Question
Regulatory DocumentationAre technical dossiers complete, retrievable and ACTD-compliant?
Manufacturer and GMPIs the manufacturing site clearly identified under PIC/S oversight?
Product Technical DataAre stability (Zone IVb) and BE data applicable to the registration strategy?
Supply ExecutionCan packaging artwork, Thai labeling and GDP logistics be managed effectively?
Post-Launch SupportWho coordinates deficiency responses, dossier updates and change controls?

Summary

An objective checklist lets importers compare suppliers on the factors that determine registration success and supply continuity, not on price alone. The strongest suppliers are those that can show their answers to all five criteria in documents, not only in promises.
